Plaintiffs the City of San Antonio and Bexar County pray that this Court issue a Temporary Restraining Order and Temporary Injunction prohibiting Defendant and all those acting in concert with him from enforcing Executive Order 38 to the extent it prohibits the City or County from adopting a mask mandate... [Woo Decl. para. 8:] Public school districts in Bexar County begin their semesters, in person, as early as August 9, 2021... [para. 9:] The number of City and County employees who have had to quarantine due to the delta variant has increased over the past few weeks, reaching levels near those at the height of the pandemic.
