Operative words
The Fayette County Clerk's office will close to the public beginning Tuesday, March 17, and remain closed until further notice. Core staff will continue to support mail, online transactions, and to prepare and conduct the Primary election... 'In light of the Governor's decision to begin closing non-essential services, we will be closing to the public starting Tuesday'... Vehicle transfers will be suspended until further notice. Individuals that have purchased a vehicle from out of state will need to retain their documents until we can reopen. Individuals selling a Kentucky-titled vehicle to another person will also have to wait until we reopen to complete the transaction.... Notary oath and bonding are suspended until further notice.... Marriage license applications are suspended until further notice.... Document recording may be submitted by mail

The office through which every Fayette County vehicle title transfer, deed, mortgage, notary commission and marriage license passes closed to the public from Mar. 17, 2020 and suspended vehicle transfers outright; Mar. 27, 2020 release states the office would 'temporarily close and cease all operations' (Ex. MET-SDF-021), with mailed recordings 'not processed until we return'.
