Operative words

[Per the County's own FAQ, Ex. MET-STL-057:] The order is in effect from 12:01 a.m. on March 23 until 11:59 p.m. on April 22, 2020.... All non-essential businesses are closed. Please review the DPH order or refer to the list of essential businesses included in this document.... This order applies to all of St. Louis County.... This is a mandatory order.... Only essential services are allowed to stay open.

Enforcement

RSMo § 192.320 (class A misdemeanor for violating a public health order, recited in the Apr. 20, 2020 extension); 'St. Louis County has considered a variety of enforcement measures and will implement them as needed' (FAQ)

Notes

Essential list (FAQ, as amended Mar. 30, 2020) included health care, grocery, food production, manufacturers and distributors 'producing and supplying essential products and services', gas stations and auto repair, banks, insurance and real estate firms, hardware stores, trades necessary to residences, mailing and shipping, educational institutions for distance learning, and others. The County's May 8, 2020 reopening order recites that 'DPH issued a Stay at Home Order on March 23, 2020, as further amended in subsequent orders'.
