Operative words
a. All persons over the age of 9, including employees or visitors, present at any Business or Public [Accommodation must wear a Face Covering]; b. All persons over the age of 9 when outdoors in a public space when anyone other than members of [their household are present]; c. All persons over the age of 9 attending a Gathering of individuals who are not members of their [household]... 3. All Businesses and other venues that provide Public Accommodation must post the requirement that Face Coverings are required for entry and must continuously be worn while present in the business or venue. 4. Businesses are authorized to deny entry to members of the public who refuse to wear Face Coverings.... 'Public Transit' is considered a Public Accommodation under this order... 4. All Individuals and Businesses must cooperate with DPH when DPH is conducting contact investigations... 5. In addition to other civil and criminal penalties that may be sought, DPH may enforce this Order.... [DPH has] the authority to deem a Business, Businesses comprising a certain industry, geographic areas or the County as a whole to be unsafe and order such Business... [closed].
Enforcement
County Counselor may seek emergency injunctive relief or other civil relief; noncompliance may disqualify Businesses from future financial assistance; DPH may order businesses or industries closed as unsafe; RSMo § 192.320
