[As reported:] The suit invokes Missouri Administrative Procedure Act section 536.150... Schmitt also referenced newly enacted legislation requiring emergency orders restricting business access to 'automatically expire in 30 days' without governing body approval.... On July 27, 2021, the St. Louis County Council voted 5-2 to terminate the mask mandate issued July 26.... Judge Ribaudo's order [of Aug. 3] addressed only the 'narrow issue' of whether the Council's vote effectively terminated the mandate.... The City's separate mask order 'remains in effect' and was not affected by the county TRO. St. Louis sought severance and transfer to St. Louis Circuit Court, arguing its charter-based authority differs from the county's.
