Operative words
1. Executive Orders 20-74, 20-85, and 20-96 are rescinded as of Friday, November 20, 2020 at 11:59 pm.... 6.a. Social gatherings prohibited. Except as specifically permitted in this Executive Order, social gatherings are prohibited.... 6.a.xvi. Celebrations and receptions. Individuals, venues, and businesses must not host celebrations, receptions, private parties, or other social gatherings... 6.e. Travel advisory. Persons arriving in Minnesota from other states or countries, including returning Minnesota residents, are strongly encouraged to practice self-quarantine for 14 days after arrival... 7.a. Continue to work from home whenever possible. Any worker who can work from home must do so.... 7.c.iii.A. Restaurants, food courts, cafes, coffeehouses, bars, taverns, breweries, microbreweries, distilleries, brewer taprooms, micro distiller cocktail rooms, tasting rooms, wineries, cideries, clubhouses, dining clubs, tobacco product shops, hookah bars, cigar bars, vaping lounges, and other Places of Public Accommodation offering food, beverages (including alcoholic beverages), or tobacco products for on-premises consumption are closed to ingress, egress, use, and occupancy by members of the public... The paragraph 'encouraged' licensing and regulatory entities to use their existing tools: the verb is a recommendation addressed to agencies, while the tools themselves (§ 144.99, § 157.20, ch. 340A) are law.
