Operative words

1. Capacity limitations and other restrictions for banquets, ballrooms, weddings and event venues, and capacity limitations and other restrictions on bars, restaurants and food service establishments set forth in Executive Order 2020-43.4 (January 7, 2021) are rescinded effective 8:00 a.m., January 18, 2021. 2. All businesses are strongly encouraged to continue to follow the North Dakota Smart Restart Guidelines.

This is the instrument that ended North Dakota's winter 2020-21 business restrictions: January 18, 2021, 8:00 a.m., the same morning the mask order expired. Recital: 'State Health Officer Order #2020-08.1, requiring face coverings in indoor public spaces will expire at 8:00 a.m., January 18, 2021' (the order itself fixes 12:01 a.m.).
