Operative words

In order to provide a measure of temporary relief to establishments impacted by Emergency Order #2, all restaurants, diners, bars, saloons, private clubs, or any other establishment that have both a restaurant license and an on premise license from the New Hampshire Liquor Commission shall be temporarily authorized to allow for takeout or delivery of beer or wine [subject to conditions (a)-(g), including original sealed containers, quantity limits of 192 ounces of malt beverage or 1.5 liters of wine, and accompaniment by prepared food]
