Operative words

Recitals: facilities "must have outbreak response plans customized to the facility... addressing isolation and cohorting of infected and at-risk individuals; notification policies; policies to require ill staff to not present at the facility for work duties"; the Commissioner "is empowered, pursuant to N.J.S.A. 26:13-12, to take all reasonable and necessary measures to prevent the transmission of infectious disease". (Operative testing paragraphs are in the exhibit; ED 20-026 restates them: "All facilities must test residents and staff as follows".)
