Operative words

Issued "pursuant to Executive Order No. 154" for "tattoo parlors, tanning salons and other locations in which personal care services are offered by individuals not acting within the scope of a license issued by a professional board within the Division of Consumer Affairs" (EO 154 para. 3); EO 157 para. 2 recites that ED 20-015 prohibited "services that would require the removal of a client's face covering" until July 2, 2020.
