Operative words

"All facilities must test residents and staff as follows: Testing of residents: i. Initiate testing of all residents (every 3 to 7 days) until no new facility-onset cases of COVID-19 are identified among residents and positive cases in staff and at least 14 days have elapsed since the most recent positive result"... "3. Facilities are required to have a documented 'Outbreak Plan' as required by N.J.S.A. 26:2H-12.87"... "4. All LTCFs are required to report, at a minimum twice per week, COVID-19 cases"... "5. A facility with a COVID-19 outbreak will remain in Phase 0 (maximum restrictions) until" [criteria met]... "2. Facilities must develop and implement a Respiratory Protection Program (RPP)"... "3. Facilities are required to have an adequate emergency stockpile of PPE"... facilities with 100 or more beds "must" hire infection-prevention staff "and must attest to the hiring no later than August 10, 2021."
