Operative words
SECTION 1: No lockout, notice to vacate, notice to pay or quit, eviction, foreclosure action, or other proceeding involving residential or commercial real estate based upon a tenant or mortgagee's default of any contractual obligations imposed by a rental agreement or mortgage may be initiated under any provision of Nevada law effective March 29, 2020, at 11:59 p.m., until the state of emergency under the March 12, 2020 Declaration of Emergency terminates, expires, or Directive is rescinded by order of the Governor.... SECTION 3:... Landlords and lenders, however, shall be prohibited from charging any late fees or penalties for any nonpayment... SECTION 5: Eviction or foreclosure actions currently being adjudicated by a court shall be stayed.
