Operative words
To protect the people and prevent the spread of contagious or infectious agents, I order that: Confirmed and Probable cases of COVID-19 be reported within twenty-four (24) hours to the local health district in which the person resides... The person in charge of any laboratory that examines specimens of human origin for evidence of COVID-19 infection shall electronically report within twenty-four (24) hours the results of all such examination, including, but not limited to positive, negative, invalid, and inconclusive...
