Operative words

Beginning as soon as possible but no later than March 21, 2020 at 5:00 pm, and continuing while the state of emergency... is in effect, all hospitals, freestanding surgical outpatient facilities, and dental facilities, and all state-operated outpatient facilities (collectively, 'covered facilities'), must implement a plan to temporarily postpone... all non-essential procedures... A plan for a covered facility that performs dental procedures must postpone, at a minimum: any cosmetic or aesthetic procedures...; any routine hygiene appointments... Consistent with MCL 10.33 and MCL 30.405(3), a willful violation of this order is a misdemeanor.
