Operative words

Every workplace in the State of Connecticut [that remains open] shall [comply with the] Safe Workplace Rules... no later than 5:00 p.m. on April 7, 2020. Such rules shall be mandatory throughout the state, for essential businesses and nonprofits.

Notes

Connecticut issued no dental closure mandate; the Connecticut State Dental Association recommended emergency-only care Mar. 2020 and DPH guidance governed reopening (ADA: reopened as of May 8).
