2020: Mosques closed for congregational prayer under the stay-at-home orders; Eid prayers cancelled or moved to parking lots: 'Many mosques or places of worship are not open or available' and 'shelter-in-place regulations in the US are restricting travel' (Christianity Today, May 8, 2020, Ex. SEC-16-GM-030). Michigan's EO 2020-59 (Apr. 24) and 2020-96 (May 21) stay-home orders governed Dearborn and Detroit through Ramadan (Ex. MI-020, MI-030); California's EO N-33-20 and the May 7 order (Ex. CA-002, CA-015); New York's ten-person religious exception came only on May 21-22 (Ex.
