Operative words
10. For purposes of this order, workers who perform resumed activities are defined as follows: (a) Workers who process or fulfill remote orders for goods for delivery or curbside pick-up. (b) Workers who perform bicycle maintenance or repair. (c) Workers for garden stores, nurseries, and lawn care, pest control, and landscaping operations, subject to the enhanced social-distancing rules described in section 11(h) of this order. (d) Maintenance workers and groundskeepers who are necessary to maintain the safety and sanitation of places of outdoor recreation... (e) Workers for moving or storage operations... This order takes effect immediately... and continues through May 15, 2020 at 11:59 pm. Executive Order 2020-42 is rescinded.... Consistent with MCL 10.33 and MCL 30.405(3), a willful violation of this order is a misdemeanor.

Notes
Michigan is the verified landscaping-closure State: EO 2020-21 (Mar. 23; eff. Mar. 24) and EO 2020-42 (Apr. 9) prohibited in-person work not necessary to sustain or protect life and the State's FAQ placed landscaping outside critical infrastructure; EO 2020-59 sec. 10(c) is the first permission, and it is conditional. 9(c) (MI-020); the Governor's posted text numbers it 10(c).
