Local orders [¶ 13.b preemption in the 89 counties; ¶ 13.c authority of the six locally run county health departments]. C. Restated provisions that originated in Executive Order No. 54...: 2. Specific delegation of authority to issue orders concerning face coverings.... county mayors in the 89 counties that do not have a locally run county health department shall have the authority to issue orders or measures requiring or recommending the wearing of face coverings within their jurisdictions... D. 3. Term and effective date. This Order takes effect at 11:59 p.m., Central Time, on February 27, 2021, and shall remain in effect until 11:59 p.m., Central Time, on April 28, 2021.
