Operative words

I hereby prohibit all large non-essential mass gatherings of more than 250 people in a single room or single space at the same time for social and recreational activities... All State licensed nursing homes..., the Vermont Psychiatric Care Hospital (VPCH) and Middlesex Therapeutic Community Residence shall prohibit visitor access to reduce facility-based transmission... all non-essential out-of-state travel by State employees for State business is hereby suspended... All local boards of health shall consult with and abide by the recommendations of the Commissioner of Health prior to taking any action regarding isolation or quarantine of an individual(s).

Enforcement

20 V.S.A. § 9(a)(1) (Governor may 'enforce all laws and rules relating to emergency management'); 20 V.S.A. § 40 as then in force: violation of any provision of the chapter or any rule adopted under it fined not more than $1,000 per violation, each day a separate violation (VT-103)

Notes

Predicate for every Addendum and Directive; ¶ 11 directed DMV to extend renewal deadlines; ¶ 12 directed a school-closure contingency plan; ¶ 18 extended unemployment insurance to quarantined workers and removed work-search requirements for workers affected by temporary business closure.
