Operative words

the Governor may proclaim a state of emergency... (1) To enforce all laws, rules, and regulations relating to emergency management... (4) To employ such measures and give such directions to the State or local boards of health as may be reasonably necessary for the purpose of securing compliance with the provisions of this chapter.

What it required

Upon the Governor's declaration of a state of emergency (Executive Order 01-20, March 13, 2020), every person in the State to obey the emergency management laws and rules the Governor enforces and the directions given to State and local boards of health, with the further powers to utilize State and municipal officers and agencies and to order evacuations; the orders and rules made under 20 V.S.A. secs. 8(1) and 9 are the 'rule or order adopted pursuant to this chapter' whose violation 20 V.S.A. secs. 24 and 40 punish. The text reads 'the Governor may proclaim a state of emergency' and lists eleven powers, including '(1) To enforce all laws, rules, and regulations relating to emergency management and to assume direct operational control of all emergency management personnel and helpers', '(4) To employ such measures and give such directions to the State or local boards of health as may be reasonably necessary for the purpose of securing compliance with the provisions of this chapter', '(5) To utilize the services and facilities of existing officers, and agencies of the State and of the cities and towns of the State' and '(9) To order the evacuation of persons living or working within all or a portion of an area for which a state of emergency has been proclaimed'. Every order in the library recites 'the emergency powers set forth in 20 V.S.A. secs. 8, 9 and 11' as its authority (Exs. VT-001, VT-014, VT-015, VT-025, VT-034).
