Operative words

this Section 2 shall clarify that both Addendum 2 and Directive 3 are subject to Addendum 6 to the Executive Order (Stay Home, Stay Safe), and both the Addendum and the Directive are hereby extended and shall continue in full force and effect until April 15, 2020... implement a temporary quarantine and isolation program utilizing non-congregate solutions including hotels, motels, dormitories, or other forms of non-congregate shelter.
