Operative words

do hereby proclaim that a State of Emergency exists in all counties in the state of Washington, and direct the plans and procedures of the Washington State Comprehensive Emergency Management Plan be implemented. State agencies and departments are directed to utilize state resources and to do everything reasonably possible to assist affected political subdivisions in an effort to respond to and recover from the outbreak.

Enforcement

Predicate for the Governor's prohibitory powers under RCW 43.06.220(1)(h); violations of orders issued under RCW 43.06.220 are gross misdemeanors under RCW 43.06.220(5)

Notes

Every later 20-xx and 21-xx proclamation amends this proclamation and recites that 'a State of Emergency continues to exist in all counties of Washington State'. The emergency ran continuously through September 30, 2021.
