Operative words
Every person in Washington State must wear a face covering that covers their nose and mouth when they are in a place where people from outside their household are present or in a place that is generally accessible to people from outside their household, subject to the exceptions and exemptions below.... People are not required to wear face coverings in any of the following situations: When outdoors.... [fully vaccinated persons exempt indoors except in specified settings]... This order shall take effect on June 30, 2021, and remain in effect until rescinded or superseded.

Notes
The mask order in force on July 1, 2021: unvaccinated persons masked indoors everywhere; all persons masked in health care, correctional, shelter, school and transit settings; employers to verify vaccination before permitting unmasked work (Proclamation 20-25.14).
