Operative words

'o. Educational institutions. i. Private and public schools, including elementary, middle/junior high schools, and high schools, throughout the state may be open for in-person instruction and/or extracurricular activities without regard to the designation of the school's county on the DHHR County Alert System, provided that such schools or school systems should coordinate with their local health departments to manage any limitations on in-person instruction that may be advised from time to time by such local health departments; and ii. Colleges and universities... may resume in-person instruction and other operations in accordance with any guidelines and/or regulations promulgated by any applicable governing body...' 2. Executive Order 1-21 and Executive Order 7-21, being superseded by this Order, are hereby terminated.

In force in the third quarter of 2021: the operative order on West Virginia schools for the 2021-22 opening was this one, which left 'limitations on in-person instruction' to local health departments.
