Operative words

[This Order is consistent with the previous statewide public health order] (Eighteenth Continuation) as it continues to authorize gatherings of 10 people or less (with exceptions) and continues to authorize certain other gatherings with conditions. This Order is effective on January 9, 2021, and shall remain in effect through January 25, [2021]... Gatherings of more than ten (10) people are prohibited in order to help stop the spread of [COVID-19]

Notes

Recites that the companion Nineteenth Continuations of Orders #1 and #3 and the First Continuation of Order #4 were 'entered January 2, 2021' (those three files were not captured by the Wayback Machine; verified_secondary). The Nineteenth Continuation of Order #1 permitted bars and restaurants to resume on-site consumption from 10 p.m. to 5 a.m. and raised gym classes from 10 to 25 (City of Douglas archive description; Ballotpedia).
