Operative words
1. Everyone currently in the Municipality of Anchorage (the 'Municipality') shall limit outings and physical contact with those outside their household.... individuals may not gather in groups of more than 50 people.... 3.b. Individuals who have recently travelled outside Alaska are required, in accordance with the State Health Mandate 10.1, to self-quarantine for fourteen days. 4. Businesses and entities identified as critical may continue to be open. While open, those businesses and entities should permit remote work where feasible... 5. Other businesses, services, and entities in the Municipality may be eligible to operate if they fit into one of the sectors below and can follow the health mandates that apply to phase two operations... 6. Non-critical businesses that do not fit into any of the sectors in part five, above, or which cannot follow the mandates for safe operation must remain closed.... q.... Bars and breweries remain closed to dine-in service but may do pick-up or delivery
