Its existence, date and gist are recited in every State Health Officer order: 'on March 16, 2020, the Jefferson County Health Officer, in response to a rapidly growing number of cases of COVID-19 being detected in Jefferson County, issued an order suspending certain public gatherings in that county' (Ex. AL-005, AL-013, AL-017). The State's March 17 order for the five surrounding counties (Ex. AL-003) is described as 'a similar order'.
