Operative words

it is important to follow current food safety standards and the Health Mandate (PDF) issued by the Governor on March 17, 2020... Remove seating. Currently under the Health Mandate (PDF) this is not allowed... The Health Mandate (PDF) requires that no more than five members of the public at one time are allowed for picking up their food or beverage orders.

Penalty

None in the guidance; the mandate it invokes carried the cease-operations order and AS 11.41.250 recital, and the Food Code carries 18 AAC 31.905

What it required

Recorded exactly: the DEC page is guidance ('Prevention Recommendations'; 'should'; 'encouraged'; 'Ensure'), and its mandatory sentences attribute the command to two instruments that carried it, Health Mandate 003 ('this is not allowed'; 'requires that no more than five members of the public') and the Food Code ('the current food safety rule requires workers wash their hands whenever they touch their eyes, nose, or mouth'; 'Alaska requires that food workers use a barrier such as tongs, gloves, or another utensil'); it told operators that 'Employee health policies should prohibit food workers from working in food establishments while sick' and that symptomatic workers 'should not return to work until they are symptom-free'.
