Operative words
(1) Under this act, the governor may issue executive orders, proclamations and amend or rescind them. Executive orders and proclamations have the force and effect of law.... (5)... (g) Control ingress and egress to and from a disaster area, the movement of persons within the area, and the occupancy of premises therein.

What it required
Gave the Governor's COVID-19 proclamations (Exs. ID-001, ID-002, ID-016 to ID-021, ID-033 to ID-047) 'the force and effect of law' and authorized control of 'the movement of persons within the area, and the occupancy of premises therein'; the Act contains no general penalty section, so the criminal duty to obey the pandemic orders ran through Idaho Code §§ 56-1003(7)(c), 56-1008 and 39-419.
