Operative words
Any person who willfully or negligently violates any of the provisions of the public health laws or the terms of any lawful notice, order, permit, standard, or rule issued pursuant thereto, shall be guilty of a misdemeanor.
Penalty

What it required
Every person to comply with the public health laws and with every lawful notice, order, permit, standard or rule issued under them; a negligent violation suffices for the misdemeanor. This is the general criminal duty behind the Department's orders and IDAPA 16.02.10, and the section the Food Establishment Act adopts for misdemeanor proceedings (Ex. DUT-ID-015).
