Operative words
The regulatory authority may seek to enforce the provisions of this chapter and any rule or standard adopted by the board pursuant to this chapter through a court of competent jurisdiction. (1) Misdemeanor proceedings may be brought in accordance with sections 56-1008, 56-1010, 37-117 and 37-119, Idaho Code.

What it required
Every food establishment (restaurants, bars serving food, grocery and institutional kitchens) to hold a license (§ 39-1604), to submit to unannounced inspection (§ 39-1605) and to comply with the Board's sanitation rules (IDAPA 16.02.19, the Idaho Food Code), enforced by license suspension or revocation and by misdemeanor proceedings under § 56-1008; the standing regulatory frame within which the Stay Healthy Orders' restaurant and bar conditions (Exs. ID-005 to ID-007, ID-009 to ID-011, ID-054, ID-055) operated.
