Operative words
05. Closure of Schools and Places of Public Assembly. The Director may order the closing of any public, parochial, or private school, or other place of public assembly when, in their opinion, such closing is necessary to protect public health. The school or other place of public assembly must not reopen until permitted by the health official. (3-20-20)

What it required
Authorized the Director and the health district directors to close places of public assembly, to issue orders for isolation 'necessary to protect the public from a significant risk of the spread of infectious or communicable diseases' (065.08), and to declare any 'house, building, apartment, or room a place of quarantine' with 'no persons' to 'leave or enter' (065.09); defined quarantine as 'the restriction placed on the entrance to and exit from the place or premises where an infectious agent or hazardous material exists' (011.08); barred infected food employees, child-care and health-care workers from work (Sections 100 to 949); forbade interference with placards (065.03).
Retrieval noteRecited by Central District Health as 'IDAPA 16.02.10.065.08-.09' in the Ada County orders (Exs. ID-022 to ID-025). Section 011.15 defines the Director to include the designee 'as described under Sections 56-1003 and 39-414(2), Idaho Code'. The rule's occupational exclusions (food employees, day-care and health-care workers with communicable disease 'must not work') are standing workplace duties on the employer's staffing.
