Operative words
The State Board of Health shall have authority to adopt such rules and regulations... necessary to aid in the prevention and control of communicable disease, which may be on the following matters:... quarantine measures;... regulation of public meetings and gatherings in epidemic situations;... fumigation, cleaning and sterilization, and disinfection; and other necessary measures
Penalty

What it required
The Board of Health holds standing rulemaking power over quarantine, the regulation of public meetings and gatherings in epidemic situations, disinfection and 'other necessary measures to prevent and control communicable disease', so that every gathering, sanitation and quarantine measure of 2020-2021 rested on a statutory power that predates COVID-19 and binds persons and premises statewide.
