Operative words
Any person violating any provisions of this chapter or any rule, order, or regulation promulgated pursuant to this chapter shall upon conviction thereof be punishable by a fine not exceeding five hundred dollars ($500), or imprisonment not exceeding ninety (90) days, or both.

What it required
Violation of any executive order, rule or regulation issued under the Emergency Management Act is a crime punishable by a fine to $500 or ninety days' imprisonment, or both; the executive orders' civil penalties were declared 'in addition to any other penalties authorized by law' (EO 20-24 ¶ 6, Ex. RI-015; EO 21-68 ¶ 10, Ex. RI-043), and this is that law.
Retrieval noteThe Safe Activities regulation's civil penalties (216-RICR-50-15-7 § 7.6(C): $100, $250, $500 per violation; $200, $500, $1,000 for violation of a compliance order; 'Each day's failure to comply will constitute a separate offense') were stated to be 'in addition to any criminal penalties provided for under applicable law' (§ 7.6(E); Ex. RI-069).
