Operative words
All organizations must follow the regulations issued by the Rhode Island Department of Health (RIDOH), Governor Raimondo's Executive Orders, and the guidance issued by the Centers for Disease Control and Prevention (CDC) regarding gathering sizes and social distancing.

What it required
The Phase II general guidance restated every Phase I command and raised the character of the guidance itself from 'should be considered the minimum' to 'general guidance that must be considered the minimum to help protect their employees, customers, and residents of the state'; it made CDC gathering and distancing guidance a 'must follow' item alongside the regulations and orders, required that 'All businesses or organizations currently operating must complete the COVID-19 Control Plan template to continue operations,' that a positive case 'must' be reported to RIDOH and the area 'must be closed off for heightened cleaning,' that businesses 'are required to post posters,' and that 'All business travelers must comply with the executive orders' while non-essential travel 'is strongly discouraged.'
Retrieval noteThe verb shift between Ex. DUT-RI-018 ('should be considered the minimum') and this instrument ('must be considered the minimum') is recorded exactly; the CDC's cleaning method remains 'The CDC recommends' and hand-washing frequency remains 'should.' The archived Reopening RI homepage of July 2, 2020 also listed Phase III sector guidelines (offices, retail, restaurants, gyms, personal services, religious services, realtors) and 'ridoh_safe_activtities_phase_3_FINAL.pdf'; those were not saved here and the Phase III conditions are taken from EO 20-50 (Ex. RI-021) and the regulation (Ex. RI-069 to RI-071).
