7.4 Rules for Establishments. A. For the duration of the state of emergency caused by COVID-19, covered entities that have establishments that they wish to open and/or remain open, must take the following steps to limit the spread of COVID-19: 1. Every covered entity... shall develop and maintain a written plan for the safe operation of its establishment(s) with regard to COVID-19 during the state of emergency and make this plan available to the Department upon request.... 2. Each covered entity... shall implement and ensure compliance with screening of all individuals entering its establishment(s) at any time for any reason.... b. If an individual is identified as having COVID-19 symptoms, the covered entity shall deny access to that individual... 3. Each covered entity shall instruct any person entering an establishment to wear cloth face coverings... 7.6(C) Civil Penalties... Each day's failure to comply will constitute a separate offense.... The civil penalty for a first violation shall be not more than one hundred dollars ($100)... second violation... two hundred fifty dollars ($250)... third or subsequent violation... five hundred dollars ($500). [Violation of a compliance order:] $200 / $500 / $1,000.

Notes

The regulation that made every Rhode Island establishment's daily operation a regulated activity with fines: written plan, screening of every entrant, mask instruction, posters, sanitation and records.
