Operative words

The county board of health of any county may declare quarantine... of any and all persons and things likely to spread such infection.... Every person who shall fail or refuse to comply with any order made by such board under this section... shall be guilty of a misdemeanor, and, upon conviction thereof, shall be fined not less than twenty-five nor more than $200.

Penalty

Misdemeanor; fine of $25 to $200 for every person who fails or refuses to comply with a board's order; the board 'shall summon sufficient guard for the enforcement of their orders'

What it required

Compliance by every person with any county or municipal quarantine order, which may reach 'any and all persons and things likely to spread such infection' and confine 'any person liable to spread such infection, to the house or premises in which he resides,' on pain of a misdemeanor; the section applies 'So far as applicable... to any quarantine established and maintained by the state director of health.'

Retrieval note

The Monongalia County Health Officer's order of July 14, 2020 closing businesses with three cases for deep cleaning and a fourteen-day quarantine (Ex. WV-082) is an exercise of the local quarantine power this section and § 16-2-13 confer.
