Operative words
hereby adopts the State of Colorado's Executive Order D2021-095, dated May 2, 2021, which allows the removal of Face Coverings in Public Indoor Spaces if 80% of the individuals in the Public Indoor Space have shown proof of vaccination.... 3. Face Coverings are not required in Public Indoor Spaces where 9 or fewer individuals are [present]... except for those settings outlined in section I.A.1. of CDPHE PHO 20-38, dated May 2, 2021, that require Face Coverings.
