Operative words

TCHD, and at the authorization and direction of the TCHD Board of Health, the following is ordered: [Each individual within TCHD's jurisdiction, except as] exempted below, must wear a Face Covering whenever they are outside their residence and unable [to maintain social distance of at least six feet from non-household members]... Face coverings must cover the mouth and nose at all times and should remain in place until taken off safely.

Notes

Recites 11,665 known cases in the three counties as of July 9, 2020. TCHD's page: 'July 8: TCHD to Draft Public Health Order Requiring Use of Face Masks, Communities can Opt Out.' Broader than the State's July 16 order because it reached outdoor settings where distancing failed (TCHD's site: 'requires wearing a mask or face covering both indoors and outdoors when a distance of six feet... cannot be maintained').
