Recited in the 20th JD's AO 20-103 (Ex. 067): 'On March 17, 2020, the City of Boulder issued an emergency declaration limiting the size of events or gatherings in publicly owned places to 10 people or less... On March 23, 2020 the City of Boulder issued amended Emergency Order 2020-6 which ordered individuals to stay at their place of residence except for essential activities outlined in the order.'
