Operative words

Dylan Shaver, Chief of Staff, gave a presentation summarizing COVID-19 Coronavirus actions. Reno Municipal Code allows for the Mayor, Assistant Mayor, or City Manager to order certain emergency measures 'if circumstances prohibit the timely action of the Council[,]' provided that the officer in question 'report their actions at the next regularly scheduled meeting.' The Mayor and Manager have taken several actions to protect the health, safety, and welfare of the Citizens of Reno, Reno personnel, and comply with directives from the Governor and guidance from the CDC. (Minutes, MET-LAS-024.) 'On March 13, 2020 Reno Mayor Hillary Schieve, invoking the authority provided her in RMC, similarly declared an emergency in the City of Reno. The City Manager then took several actions... Staff whose presence on-site at City of Reno facilities was not critical or otherwise required were instructed to work from home. Departments were ordered to scale back services to de minimis levels' (staff report, MET-LAS-025).
