Operative words

On March 12, 2020, Gov. Sisolak declared a statewide emergency in response to the COVID-19 pandemic. On March 13, 2020 Reno Mayor Hillary Schieve, invoking the authority provided her in RMC, similarly declared an emergency in the City of Reno. The City Manager then took several actions to protect staff and the community and limit the spread of the pandemic. Staff whose presence on-site at City of Reno facilities was not critical or otherwise required were instructed to work from home. Departments were ordered to scale back services to de minimis levels... On March 16, 2020, Mayor Schieve again invoked RMC 8.34.060 to limit or prohibit operations of dine-in restaurant service, bars and nightclubs, and gymnasiums generally available for use by the general public. The order remains unsigned as of the drafting of this staff report. On March 17, 2020, Governor Sisolak then preempted this declaration, issuing orders of his own to close down all 'non-essential' business in the state. He issued guidance for this order the following day, and Staff reviews this guidance periodically to assess municipal operations and enforcement.
