Operative words

On November 18, 2020 Minnesota Governor Tim Walz issued Executive Order 20-99 which ordered the temporary closure of Minnesota restaurants, food courts, cafes, coffeehouses, bars, taverns, breweries, microbreweries, distilleries, brewer taprooms, micro distiller cocktail rooms, tasting rooms, wineries, cideries, clubhouses, dining clubs, tobacco product shops, hookah bars, cigar bars, vaping lounges, and other Places of Public Accommodation... EO 20-99 also ordered the temporary closure of public pools, gymnasiums, fitness centers, recreation centers, indoor sports facilities... venues providing indoor events and entertainment... Upon the request of an impacted license holder attesting that the a particular license held by a licensed business will not be in use during the course of Executive Order 20-10 [sic, 20-01]... the Department of Safety and Inspections may place the impacted license into an inactive status.

Notes

The City's contemporaneous recital of the EO 20-99 closures and its list of the license classes whose activity 'may not be engaged in' while inactive; the order survived into Q3 2021 as a standing accommodation for businesses still not operating.
