Operative words

8. Face coverings shall be worn as described and required in California Department of Public Health Face Covering Guidance issued on November 16, 2020... [sec. 11] All State authorized sectors, with the exception of restaurants, bars, wineries, distilleries and breweries which do not limit services to take-out or delivery, must prepare and post a 'Safe Reopening Plan'... e. All restaurants, bars, wineries, distilleries and breweries that are otherwise permitted to be open shall be closed from 10:00 p.m. until 5:00 a.m. every day except for delivery, take-out, and drive-thru.
