Operative words
every person in Bexar County shall, except where necessary to provide or obtain Covered Services (as that term is defined below), minimize social gatherings and minimize in-person contact with people who are not in the same household... Consistent with Executive Order GA-23 issued by Governor Greg Abbott, no civil or criminal penalty will be imposed on individuals for failure to wear a face covering... any person who violates this Executive Order may be subject to a fine not exceeding $1,000.
