[As reported:] Circuit Judge Ellen 'Nellie' Ribaudo issued a temporary restraining order in St. Louis County only, halting the mask mandate. The court set a preliminary injunction hearing for Aug. 17.... The ruling did not address the separate city of St. Louis mandate.... Ribaudo wrote that... it is likely Schmitt will prevail in arguing that state law 'gives the St. Louis County Council the authority to terminate the July 26, 2021 face covering order issued by the county defendants.'
