[As reported:] Judge Ribaudo barred St. Louis County from enforcing County Executive Sam Page's mask mandate while litigation continues.... the state 'was likely to prevail in its argument that current law gives the council the authority to terminate the mask requirement'... Ribaudo emphasized that 'the virus continues to be a very real and significant danger' and noted hospitals were 'near or at capacity' with ICU beds occupied by COVID patients.
