Operative words
2(a) Indoor gatherings: (1) Are prohibited at residential venues, except where no more than 10 persons from no more than 2 households are gathered... (2) Are prohibited at non-residential venues.... 3(b) Gatherings are permitted at food service establishments under the following conditions: (1) Persons are not gathered indoors except in custodial settings, medical facilities, school and university cafeterias, shelters, and soup kitchens.... 4(a) A gathering at a retail store, library, or museum must not exceed 30% of total occupancy limits established by the State Fire Marshal or a local fire marshal.... Spaces for indoor dining, including food courts, must be closed.... [Exercise facilities:] Gatherings must not exceed 25% of the total occupancy limits... This order takes effect on December 9, 2020 at 12:01 AM, at which time the November 18, 2020, order entitled Gatherings and Face Mask Order is rescinded. This order remains in effect through December 20, 2020 at 11:59 PM.
Enforcement
§ 9: local health departments authorized to enforce (MCL 333.2235(1)); misdemeanor up to 6 months or $200 (MCL 333.2261); civil fine up to $1,000 per violation per day (MCL 333.2262(1))

Exempts 'Workplace gatherings that occur consistent with the Emergency Rules issued by MIOSHA on October 14, 2020,' confirming the MIOSHA rules governed workplaces.
