Operative words

effective Saturday, July 11, 2020, at 11:00 p.m., the sale or consumption of beer, wine, or alcoholic liquor on the licensed premises of all persons or businesses authorized to sell beer, wine, or alcoholic liquor in the State of South Carolina (collectively, 'Licensees'), as set forth below, is prohibited between the hours of 11:00 p.m. and 10:00 a.m. the following day.... This Order does not limit the hours of sales for beer, wine, or alcoholic liquors for off-premises consumption

Enforcement

DOR and SLED administer; 'Noncompliance with this Section shall constitute grounds for suspension of a license or permit' with summary suspension under § 1-23-370(c) 'effective for at least the duration of this Order'; § 16-7-10(A) ($100 / 30 days); § 61-6-4160 (first offense $200 or 60 days; second $1,000 or one year; third $2,000 or two years)

Notes

South Carolina's only statewide hours restriction; it operated as a de facto closing hour for bars.
