Operative words
No person, corporation or other organization nor representative thereof shall: (i) Willfully violate, disobey or disregard the provisions of the public health laws of Wyoming or the terms of any lawful notice, order, rule or regulation issued pursuant thereto
Penalty
35-1-105(b): fine not to exceed $100 or imprisonment not to exceed six months, or both, plus all expense incurred by health authorities; 'No conviction... shall relieve any person from an action in damages for injury resulting from violation of public health laws.' 35-1-106: misdemeanor, fine of not more than $1,000, imprisonment of not more than one year, or both.
What it required
Every person, corporation and organization must obey every lawful public health notice, order, rule and regulation (35-1-105(a)(i)); the owner or occupant of premises on which 'a nuisance, source of filth or cause of sickness' exists must remove it at his own expense within forty-eight hours of a health authority's order (35-1-105(a)(vii)); and 'Any person... who shall fail or refuse to obey any lawful order issued by any state, county or municipal health officer' is guilty of a misdemeanor (35-1-106), the clause every Wyoming COVID-19 order recited.
Retrieval noteEvery Statewide Public Health Order and county order in States/WY records 'Wyo. Stat. Ann. 35-1-105 and -106' as its enforcement clause (43 records; e.g., Ex. WY-004, WY-016, WY-020, WY-040; county: WY-035). 35-1-105(a)(iv) separately forbids conducting 'a business or activity for which the department requires a certificate or permit without such a certificate or permit'.
